Work completed study «national employment policy» in the country

He explained that the ministry addressed the service examined several issues in the forefront of the cause of unemployment and inflation rate in recent times and foreign workers, the study does not need it.

And Sheikh Radhi said the ministry conducted a questionnaire in this regard in which citizens from various segments of society in all areas, and ended the need to identify the occupations, as the Labour Department in the Ministry plans to bring in foreign workers, stressing that the mechanism for recording the employment offices will depend on the precedence and the inscription terms of reference required.

And got the “morning” on the copy of the first draft of the study of “national employment policy,” prepared by the Ministry of Labour and Social Affairs, and experts from the International Labour Organization and Iraq, and came at a 41-page, issued by the economic situation and the operating state in the country, and the importance of employment policy and the challenges it faces, The constitutional articles on this subject, and percentage of labor force movement between economic activities since 1977 and through 2007.

The study mentioned the first three paragraphs of Article (22) of the Constitution, which states that “Work is a right for all Iraqis, and the observance of rules of social justice between workers and employers, and the State guarantees the right to form trade unions and professional associations, join them, in addition to articles (24, 30 and 32) which obliges the State to ensure that the individual and family basic requirements for living life “free and dignified existence” and provide them with suitable income and appropriate housing, as well as social and health security in the event of illness, disability and old age, as well as the care of disabled persons and persons with special needs.

The study also discussed the issue of employment, unemployment, population structure and the dependency ratio, economic activity of the labor force, in addition to unemployment and underemployment, summarized the challenges of operating the basic instability in security and political situation and the fragility of economic and social stability, as well as the absence of strategy and a comprehensive national run.

The study provided a strategic vision for national development plan in the field of operation 2010 2014, to draw the features of a population policy aimed at achieving a balanced population growth, help to bring about human development, taking into account the requirements of the labor market, in addition to operating issues in the national strategy for poverty alleviation.

Did not fail to study policy issues, particularly economic growth, operating and macroeconomic policies, sectoral, explaining that the goal is to ensure the government’s economic growth and employment and to link poverty reduction and unemployment. Considered in this regard that the options for intervention is by ensuring that contribute to public investment by creating jobs and the development of infrastructure, and the importance of ensuring the financial stability and price, and promotion of monetary policy conducive to investment, and the need to reinforce the positive incentives to run in the sectors of high productivity, and focus on traditional sectors that require large numbers of employees in parallel with the modern sectors promising.

In the area of trade and investment policies, study emphasized the fact that Iraq lacks a strategic trade and clear, calling for linking trade and foreign direct investment, labor markets in the country, facilitating the entry of small and medium-sized enterprises, and provide rural employment and improving agricultural management.

And intervention options envisaged by the study, the establishment of a national fund for development of small enterprises and to ensure favorable conditions for the management of existing businesses and to streamline and reduce administrative costs, citing the need to ensure adequate support to make projects career option, especially for young people.

Stressed the need for a national strategy for training and technical and vocational education, the establishment of a special body thereby encourage investment in this area, focusing on the importance of reducing income inequality among the practitioners of artistic work and intellectual work, and the establishment of a national system of labor market information.

With regard to social protection and conditions and labor rights, the study added that the working conditions of utmost importance as they relate to securing the rights of workers and maintain their dignity and raise their productivity.

Included intervention options in this area could be reviewed decision of the Government’s scheme to admit institution pension and social security to the Ministry of Finance, the fact that the social system includes a lot of services that are not provided by the retirement of civil claims to expand social security coverage to all categories of workers.

And welcomed the fact that wage developments are consistent with productivity growth over the economic cycle, and a review session of the minimum wage in collaboration with social partners, and improve working conditions for women and men, and the elimination of all forms of child labor.

The study concluded the importance of creating economic and social council, and national, to facilitate young people’s transition from school to the labor market and the establishment of a national fund to support and develop the legislative environment to promote employment of women and provide appropriate conditions for individual freedom.
