Petraeus said that the new government must “be generally representative of the Iraqi people and respond with all the factions, and continue to progress over the past years in the economic, social and political.” “All the progress that has been made and all legislation passed Taattlapt alliances that cross-sects and ethnicities.”

Petraeus pointed to the need to create alliances in forming the government, saying that “in view of the facts can never elect a prime minister without an alliance that transcends sects and ethnicities.”
