Deputy of the "Saeron" coalition, Ali Al-Lami, Saturday (February 22, 2020), commented on the refusal of Parliament Speaker Mohamed Al-Halbousi to hold the extraordinary session to form the government, before sending the CV of the new ministerial cabinet, stating that the first deputy speaker of the House of Representatives, Hassan Al-Kaabi, could Presidingover the session in the event Halbusi insists on his position.
Al-Lami said in an interview with (Baghdad Today), "Al-Halbousi's request from the Prime Minister-designate, Muhammad Tawfiq Allawi, to send the biography to the ministers of the new government, is surprising, because this did not happen during the voting process on the government of the resigned Prime Minister, Adel Abdul Mahdi." .
He added, "The names of the ministers in Abd al-Mahdi's government arrived in parliament 3 hours before the session, and al-Halbousi did not object at that time," the deputy said.
Al-Lami added, "Al-Halbousi cannot refuse to hold the extraordinary session, with 70 deputies presenting a request to the Presidency of the House of Representatives, tomorrow, for the session to take place and voting to grant confidence to the Allawi government," noting that "the law allows the first deputy to preside over the parliament to be held The session in the event that Halbousi refuses to attend or hold it.
And Lami said, "The Shiite political blocs and a number of Sunnis also will hold a meeting tomorrow, through which they will study the curriculum vitae of the candidates in the new government, to send them later to parliament and vote on them."
Earlier, the first deputy speaker of parliament, Hassan al-Kaabi, on Saturday (February 22, 2020), waved legal accountability for those who refrain from setting the date of the “extraordinary session” regarding the vote on the upcoming government of Muhammad Tawfiq Allawi.
Al-Kaabi said in a statement to the official Iraqi news agency, "The constitution obligated the Presidency of the Council of Representatives to fix the date for the special session."
He added, "After the Prime Minister requested and signed more than 70 deputies, no one can refrain from setting a date for the special session."
The first deputy speaker of the parliament explained that "the constitution cannot be adapted to partisan and political whims and the time to return to quotas and spoils is over."
And statements were contradicting between Speaker of Parliament Muhammad Al-Halbousi and his first deputy, Hassan Al-Kaabi, about holding the extraordinary session to vote on the government of Prime Minister-designate Mohammed Tawfiq Allawi, next Monday.
Where Speaker of Parliament Muhammad Al-Halbousi said, "Parliament will not hold its session next Monday unless the designated Prime Minister, Mohammed Tawfiq Allawi, sends his ministerial platform and cabinet cabinet."
Al-Halbousi said in a press statement, "The date of the special session cannot be determined before the arrival of the ministerial platform and the names of the ministers in Allawi's new government," noting that "the parliament has not yet received anything from the presidency of the new government."
For his part, the first deputy speaker of the House of Representatives, Hassan Al-Kaabi, considered that the parliament is obligated to hold the "extraordinary" session next Monday to give confidence to the next government, according to the invitation of the resigned prime minister, Adel Abdul Mahdi, while he called the assembly to convene in accordance with the law.
