SDRs are assigned to the accounts of IMF members in proportion to their contributions to the fund. Each participating country agrees to accept them as exchangeable for reserve currencies in the settlement of international accounts. Deficit countries can use them to purchase stronger currencies, which then can be used to pay off balance-of-payments debts. Although denominated in US dollars, the nominal value of these costless assets is derived from a basket of currencies; in this case a fixed amount of Japanese Yen, US Dollars, British Pounds and Euros. The proportion of each of these four currencies contribute to the nominal value of a SDR and is reevaluated every five years.

SOFA - Status of Forces Agreement
"Agreement Between the United States of America and the Republic of Iraq On the Withdrawal of United States Forces from Iraq and the Organization of their activities during Their Temporary Presence in Iraq" is a status of forces agreement (SOFA) between Iraq and the United States. It establishes that U.S. combat forces will withdraw from Iraqi cities by June 30, 2009, and all U.S. forces will be completely out of Iraq by December 31, 2011, subject to possible further negotiations which could delay withdrawal and a referendum scheduled for mid-2009 in Iraq which may require U.S. forces to completely leave by the middle of 2010.[1][2]

SFA - Strategic Framework Agreement
In addition to the SOFA, the Bush administration negotiated a so-called strategic framework agreement with Baghdad, defining relations on economy, culture, science, technology, health and trade.
The second accord, referred to as a "strategic framework agreement," was broadly aimed at addressing issues not covered by the SOFA, including those outlined in a "declaration of principles" document signed by President Bush and Prime Minister Nouri al-Maliki in November 2007.
