وشدد الراوي على " ان العراق ليس دائرة انتخابية واحدة بل 18 دائرة ، لذا على الكيانات السياسية ان لا تحتسب الاصوات وفق دائرة انتخابية واحدة ".واوضح :" ان كل الكيانات السياسية تحتسب اصواتها وكأن العراق دائرة انتخابية واحدة ، وهذا الامر غير صحيح لان القاسم الانتخابي سيحتسب لكل كيان في كل دائرة انتخابية ، ومَن لم يحصل على القاسم الانتخابي فيها سيستبعد من مقاعد تلك الدائرة ".وحول الشكاوى المقدمة الى المفوضية ، اشار الى ان عددها تجاوز الـ 2000 شكوى في مختلف المحافظات ، مبينا ان شكاوى بريطانيا كانت الاعلى بين دول العالم التي جرى فيها الاقتراع.واستطرد الراوي :" ما يهم المفوضية العليا المستقلة للانتخابات هي الشكاوى الحمراء التي قد تؤثر على حذف صندوق او نتائج مركز انتخابي وبالتالي تؤثر على نتائج الانتخابات " مؤكدا حجز العديد من صناديق الاقتراع لتدقيقها.من جهته عدّ القيادي في ائتلاف دولة القانون عدنان السراج ان القائمة تعرضت لغبن كبير ومصادرة للنتائج المستحقة لأعضاء القائمة على حساب الإهمال المتعمد وربما الضغوط لاجل اعادة رسم النتائج بما يلغي الفوز الكاسح والمستحق لقائمة دول القانون عن اقرب منافسيها ، حسب قوله.وقال في بيان صحفي :" ان جهات متنفذة استخدمت جميع الوسائل من اجل العبور على الحقائق ومصادرة صوت وجهد الناخب العراقي الذي وضع ثقته بهذه القائمة تعزيزا للديمقراطية وحرية الرأي واختيار مَن هو اصلح ومجرب ".واشار السراج الى وصول معلومات تؤكد حصول تلاعب في الأرقام الخاصة بنتائج ائتلاف دولة القانون في بغداد من قبل بعض الجهات وتلاعب بأرقام المرشحين بعد حذف الاصفار منها ، حسب قوله.واوضح :" ان نتائج التدقيق والفرز الأولي أشارت لنا وبدقة حصول أعضاء في القائمة على آلاف الأصوات في بغداد والمحافظات ومن ثم صودرت هذه الأصوات الى النصف او اكثر بدون ان تلغى صناديق ومراكز انتخابية او تسجيل اية خروقات ، الامر الذي يعزز الشكوك الى مستوى دليل ، بان عملية ما تمت بالخفاء لأجل الالتفاف على الفوز العريض للقائمة ".وتابع :" اننا وازاء ذلك ، سنطالب بإعادة تدقيق عملية الفرز مرة اخرى والوقوف عليها بدقة متناهية ، ولا نريد خذلان الناخب العراقي الشجاع الذي أعطى صوته بالدماء من اجل العملية السياسية ومن ثم تصادر أصواته لرغبات ليس لديه اي يد او متعلق بها ".
