    There has recently been some good news reported in Iraq in reference to the Iraqi government formation. Prime Minister Maliki has stated that he will announce a formed government on Thursday 23 December. PM Maliki may announce the formation of the government however; only a partial part of the Iraqi government will be formed. PM Maliki still has issues with some ministerial portfolios and will manage some of them through proxy until a consensus is reached over their candidates. One of the disputes involves the Ministry of Trade (which two political groups, the National Alliance (NA) and the Kurdistan Alliance (KA) are bickering over).
    UN CHAPTER VII
    It appears that all of the info Guru’s and especially, “The Poser” had it all wrong in regards to information when it came to Chapter VII. The information that I have been providing my readers from my sources have been proven once again to be the most accurate. American Contractor has been informing you for the last several months that UN Sanctions would continue. I will say that if Iraq can form the Official Ministry Commission to coordinate and follow up on the efforts to uncover the fate of the Kuwaiti archives and other properties that will bring them much closer to ending the Chapter VII sanctions.
    My sources who attended the Iraqi Parliament meeting today informed me that they had a great meeting and discussed several topics. One topic of importance is the 2011 federal budget law which had its first reading. Other first readings in the Iraqi Parliament was the vote on ending de-Bathification measures against four Al-Iraqiyah List MP’s. Additional first reading were the National Council for Higher Policies Law and the selection of Vice Presidents, Financial and legal committees. One noteworthy incident that was passed along to me was that the Kurdistan Bloc all got up and walked out on the Iraqi Parliament session. Today was the first day they had seen the actual text of what was in the 2011 budget and all have boycotted the Iraqi Parliament. What upset the Kurds the most is the part regarding the budget stating that the Kurds allocation of 17% from the federal budget was based on old oil prices and not of the current oil prices. This would dramatically affect the total pay out for the Kurds and they are pretty upset about it.
    Here are the links to my previous postings where I have reported to you all that the Chapter VII would not be lifted nor finalized before certain happenings could take place.
    I previously mentioned over the last several months that the Development Fund of Iraq (DFI) will be extended an additional year and likewise the Chapter VII. The Iraqi government wants the DFI extended and the United Nations is in agreement. This will be the last time it will be extended.     To this day, Iraq remains under U.N. Chapter VII. There are three files left that need to be closed in order for the Chapter VII to be lifted from Iraq. The three files are: 1.     The Iraq government has until July 2010 to establish a mechanism for the Development Fund of Iraq (DFI). If this is not done it will impact Chapter VII from being lifted at the end of the year. –American Contractor 21 FEB 2010
