(Voice of Iraq) - The Presidency of the Region: There is no truth to a planned visit by Barzani to Baghdad

Denied Chairman of Presidium of the Kurdistan region, Dr. Fuad Hussein, the news reported recently about a planned visit by regional president Massoud Barzani to Baghdad for talks with state leaders on outstanding issues between Erbil and Baghdad, and the completion of his initiative to form a government of Iraq through the resolution of the problem of ministerial portfolios remaining, particularly the security ministries which give rise to differences between the three main blocs: the National Coalition and Iraqi forces and Kurdish coalition.

, "Said Hussein, told« Middle East »:« The Barzani's visit to Baghdad is not included in the agenda now, and the news that a leakage of some of the media about that is not correct, but in case the need for the presence of President Barzani in Baghdad, it will not hesitate to orientation and to meet with state leaders there ».

The Kurdish sources in the Iraqi Council of Representatives has called for, earlier, Barzani to visit Baghdad to resolve some disputes revolving around security positions, as well as discuss the outstanding problems between Erbil and Baghdad, particularly the issue of population census and the implementation of Article 140 and the problem of the disputed areas, as well as discuss the problem of contracts oil relationship between the region and the Centre.

In the meantime, the Director of Information Office of the Presidency of the Council of Ministers of the Kurdistan region, Twana Ahmed, the President of the Kurdistan Regional Government, Barham Salih, arrived yesterday to Baghdad at the head of an official delegation comprising: the Ministers of Natural Resources drastically and Higher Education Dlaor Aladdin and the Under-Secretary, Ministry of Finance Rashid Taher, to discuss the conflicts existing on the Kurdistan share of the overall budget of the state.

Ahmed said in a statement made by «Middle East»: «The benefit will meet Iraqi Prime Minister Nuri al-Maliki during his visit and discuss with him the problem of reducing the region's share of the budget for the current year 2011, as well as addressing the outstanding disagreements between Erbil and Baghdad, and the possibility of solving some of them through the activation of the committees common charge of finding appropriate solutions to those differences ».

The Kurdistan Alliance bloc had earlier threatened not to vote for the budget before the Iraqi parliament in the event of any prejudice to the region's share amounting to 17% of the budget allocations.

The differences revolve around the attempt by some political blocs in the Iraqi parliament to reduce allocations of the Kurdistan region because of the increased expenditure on the sovereign, thereby reducing the percentage allocated in the state budget amounting to 17% to 11% only.

The federal budget for 2011 by approximately 94 trillion Iraqi dinars, and thus the share of the Kurdistan region, after deducting the expenses of sovereign governance and about 11 trillion dinars.

The Kurdish lawmaker in the Iraqi parliament that «the Kurdish bloc, made 14 points to be addressed in the draft state budget before it is put on the parliamentary vote, in the forefront of increased allocations to the sovereign territory, similar to the increase in Baghdad, and allocate a special budget for the implementation of Article 140 of the Constitution, and the transfer of the budget Peshmerga and the Iraqi Ministry of Defense, and not to compel the government of the region to export 150 thousand barrels of oil per day through the fields of Kurdistan, in addition to solving the problem of oil contracts outstanding between Erbil and Baghdad ». The source added that «without resolving these problems, the Kurdish bloc will not vote for the ratification of the budget law before the Iraqi parliament».

He said the Attorney Light Daragaye, a member of the Iraqi parliament bloc of Kurdish coalition, told «Middle East»: «The Department of Homeland Security presented a request to parliament calling for the allocation of 206 billion dinars in the current year's budget to cover the expenses to host the Arab summit conference in Baghdad during the month of March (March) next, and this amount will be deducted from the budget, which affects the rest of the other sections, including the share of the Kurdistan region ».
