On March 16, 2019, the MP of the Fatah Alliance, Hamed al-Moussawi, revealed four new unexpected developments concerning the completion of the cabinet cabaret, pointing out that the vote on naming ministers for the interior, defense, justice and education will be in the next parliament session scheduled for March 23.

On December 24, 2018, the parliament voted to appoint Shaima Al-Hayali as Minister of Education but did not take the oath of office. Following a media "scandal" involving her brother accused of belonging to a Dahedish organization, she resigned at the disposal of Prime Minister Adel Abdul Mahdi.
