Legal expert: The postponement of the special session demanded by Allawi is unconstitutional

Legal expert Mosaddegh Adel revealed today, Sunday, that the Presidency of the House of Representatives does not have the right to cancel or postpone the extraordinary session requested by Prime Minister-designate Muhammad Tawfiq Allawi to present his cabinet.
Adel said in a press statement that "the parliament does not have any authorityto cancel the session or postpone it to a date other than the date specified by the prime minister-designate."

He added: "Consequently, the session is binding on the Speaker and must be held on the understanding that the Constitution did not give the Speaker and the House of Representatives any authority to postpone this session, but it is obligated according to Article 58 of the Constitution to hold it at the appointed time."

The first deputy speaker of the House of Representatives, Hassan Karim Al-Kaabi, said that "the session of the parliament to give confidence to the government of Muhammad Tawfiq Allawi will take place next Wednesday."

It was scheduled to hold the extraordinary session of Parliament to give confidence to the cabinet of the Prime Minister-designate Muhammad Tawfiq Allawi, tomorrow, Monday.

Media outlets reported that close to Al-Halbousi that no date for the special session has been set.

Speaker of Parliament Muhammad Al-Halbousi called for the presidency of the parliament to hold a meeting tomorrow, Monday, 11 am.

Al-Halbousi's media office said in a press statement that "the meeting comes in accordance with Article 10 of the internal system of the House of Representatives, in order to consider the request made to hold an extraordinary session to form the new government and determine the date of the session."
